A choke chain should not be treated like a regular collar. It's a training aid for correcting your dog's behaviour. Next, pull the chain through the loop at the other end, creating a "p" shape. You can then loop the chain around your dog's neck, making sure that the chain still looks like a "p" when you face the dog.
